Reasons for Exemption
Section 15061(b)(3) provides an exemption for projects where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. The proposed regulations implement the provisions of the Medicinal and Adult-Use Cannabis Regulation and Safety Act while imposing sensible regulations on the use of land to protect the City's residents, neighborhoods, and businesses from potential negative impacts.
