For Prop 1 IRWM Grant-The Project contains seven major components, with the goal to reduce urban water demand. Eleven agencies make up the project partners including Alameda County Water Agency, Bay Area Water Supply and Conservation Agency, Contra Costa Water District, East Bay Municipal Utility District, Marin Municipal Water District, City of Napa, Santa Clara Valley Water District, San Francisco Public Utilities Commission, Solano County Water Agency, Sonoma Water, and Zone 7 Water Agency.

In addition, the activities are subject to CEQA's Statutory Exemptions for Feasibility and Planning Studies (Article18, Section 15262), and Categorical Exemptions for Replacement or Reconstruction (Article 19, Section 15302), Minor Alterations to Land (Article 19, Section 15304), and Educational or Training Programs Involving No Physical Changes (Article 19, Section 15322).
