Eleven agencies make up the project partners including Alameda County Water Agency, Bay Area Water Supply and Conservation Agency, Contra Costa Water District, East Bay Municipal Utility District, Marin Municipal Water District, City of Napa, Santa Clara Valley Water District, San Francisco Public Utilities Commission, Solano County Water Agency, Sonoma Water, and Zone 7 Water Agency.
