Document Description
The project will remove existing roof systems on Building 196, including the steep-sloped tile roof and low-slope single-ply roof systems and replace them with new steep-sloped metal roofs and new single-ply low-slope roof systems with added composite insulation sheathing. The roof substrate will be repaired as required. New walkway and fall protections systems and new roof access hatch safety railings will be installed. All existing flashing, metal gutters and downspouts will be removed and replaced with new. Roof-mounted equipment will remain.

Reasons for Exemption
Class 1 allows for the rehabilitation of deteriorated or damaged facilities to meet current standards of public health and safety, and for the repair and maintenance of existing public structures, facilities, mechanical equipment where it involves no or negligible expansion of use. Building 196 was constructed in 1949 and is part of the Napa State Hospital, an historic era facility, however, they have been evaluated for eligibility for listing as a historic resource and reviewed by the State Historic Preservation Office. The State has confirmed that Building 196 is not part of an historic district, nor is it eligible as an historic resource. No exceptions to the exemption apply.
