Document Description
The project will remove and replace existing roof systems on Building 198, from lightweight concrete tile and built-up and PVC roofing with new composite insulation, standing seam metal roofing, and single ply roofing. All hazardous materials will be abated. Remove and recycle all copper gutters and downspouts, return value to the State, and replace with new galvanized metal gutters and downspouts. Provide new fall protection system at steep slope areas.

Reasons for Exemption
Class 1 allows for the rehabilitation of deteriorated or damaged facilities to meet current standards of public health and safety, and for the repair and maintenance of existing public structures, facilities, mechanical equipment where it involves no or negligible expansion of use. Building 198 was constructed in 1949 and is part of the Napa State Hospital, an historic era facility; however, they have been evaluated for eligibility for listing as a historic resource and reviewed by the State Historic Preservation Office. The State has confirmed that Building 196 is not part of an historic district, nor is it eligible as an historic resource. No exceptions to the exemption apply.
