The proposed Project consists of the refurbishment of the equestrian arena, which includes the following scope items: replacement of corrals; repaving of the parking lot and improvements to the pedestrian path of travel; delineation of trailer and passenger vehicle parking including compliance with the Americans with Disabilities Act (ADA); replacement of the entry bridge; replacement of amenities including hitching rails, fencing, picnic tables, and storage shed; water quality measures which include vegetated swales, and/or a bio-retention basin, and a covered manure bin; the installation of trailhead signage; replacement of existing restrooms with a prefabricated restroom structure; refurbishment of the existing site well and associated plumbing; and installation of additional landscape planting and irrigation.

Reasons for Exemption
The proposed Project provides for restoration of deteriorated facilities to meet current standards of public health and safety, replacement of existing facilities involving negligible or no expansion of capacity, construction of small new structures, and minor alterations to land which will not involve the removal of healthy, mature, and scenic trees. In addition, based on the proposed Project records, it will comply with all applicable regulations, and there are no cumulative impacts, unusual circumstances, damage to scenic highways, listing on hazardous waste site lists compiled pursuant to Government Code section 65962.5, or indications that it may cause a substantial adverse change in the significance of a historical resource that would make the exemption inapplicable.
