Document Description
The proposed project would involve the construction of restroom, bicycle storage, and janitor closet additions by Safe Harbor Marina (SHM) Cabrillo Isle (Applicant) in the City of San Diego, California. Work to specifically complete the proposed project would involve demolition of a portion of an existing concrete sidewalk beneath the second story deck of the existing SHM building and approximately 195 square feet (sq. ft.) of asphalt in the parking area for installation of water and sewer service for the proposed bathroom addition; installation and connection of water and sewer lines to existing site lines; restoration of the asphalt surface to its existing condition; and construction of an approximately 185 sq. ft. two restroom addition, 364 sq. ft. of bicycle storage, and 179 sq. ft. of janitor closet. Construction of the proposed project is anticipated to occur in Fall 2020 and would take approximately two (2) months to complete. Construction staging would require temporary use of five (5) parking spaces for construction materials, but no changes in the number of parking spaces would occur as a result of the proposed project. Due to its nature and limited scope, construction of the proposed project would generate a minor amount of vehicle trips and would require limited use of equipment. Therefore, significant impacts related to air quality, greenhouse gas emissions, and transportation and traffic are not anticipated to occur. Furthermore, the Applicant would be responsible for complying with all applicable federal, state, and local laws regarding construction demolition debris, hazards and hazardous materials, and stormwater.

Reasons for Exemption
The proposed project is determined to be Categorically Exempt pursuant to California Environmental Quality Act (CEQA) Guidelines Sections 15303 (New Construction or Conversion of Small Structures) and 15304 (Minor Alterations to Land) and Sections 3.c. and 3.d. of the District’s Guidelines for Compliance with CEQA because it consists of construction of new bathroom, bicycle storage, and janitorial facilities and would consist of construction and location of new, small facilities, would result in no permanent effects on the environment, and would not involve the removal of mature, scenic trees. Sections 3.c. and 3.d. of the District’s CEQA Guidelines are as follows: 3.c. New Construction or Conversion of Small Structures (SG § 15303) (Class 3): Includes construction of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and conversion of existing small structures from one use to another with minor modifications to the exterior of the structure. AND/OR 3.d. Minor Alterations to Land (SG § 15304) (Class 4): Includes minor alterations in the condition of land, water and/or vegetation not involving removal of mature, scenic trees, including, but not limited to: (6) Minor temporary use of land having negligible or no permanent effects on the environment. (7) Minor trenching and backfilling where the surface is restored.
