Document Description
The Cottonwood Hills Pump Station currently operates three pumps that are powered by electrical service to the pump station site. Backup (emergency) power is provided by portable generators that do not currently produce enough power to operate more than one pump at a time. The project includes installation of a new 400 KW permanently mounted standby emergency generator with new 1,000 gallon above ground fuel tank and all required electrical and instrumentation equipment to supply enough power for two pumps to operate at a time. The new generator would run approximately one hour per week to ensure that it remains ready as an emergency backup but would otherwise only operate when electrical service to the pump station is disrupted. The project would benefit the EVMWD customers served by the pump station.

The project would occur within the existing Cottonwood Hills Pump Station at 21980 Railroad Canyon Road in Lake Elsinore. The pump station access road entrance is approximately 1.5 driving miles east of the Railroad Canyon Road/Interstate 15 interchange.

Reasons for Exemption
The project consists of the replacement of components of an existing utility (pump station generator and associated facilities) in a similar location and without increasing capacity. Project construction would occur within the existing pump station site. With the planned noise-control equipment on the generator and the existing cinderblock wall surrounding the pump station site, noise levels would be less than 40 decibels at the nearest noise-sensitive land uses, including the open air amphitheater at the Lamb’s Fellowship church (approximately 3,100 feet to the west), houses on Canyon Ridge Drive (approximately 3,750 feet to the west), and houses on Cedarhill Lane (approximately 3,600 feet to the southeast). A review of the project did not identify any unique circumstances that would result in the project resulting in a significant effect on the environment.
