It is the intent of the parties to do a 10- year time extension for an existing Point of Delivery (POD) agreement (#04017) between Zone 7 Water Water Agency and Semitropic Water District (Semitropic; a member unit of Kern County Water Agency) consistent with the guidelines communicated by the Department of Water Resources (DWR) which allow Zone 7 to send water to the Semitropic water storage bank for storage and recover it. There will be no construction as part of this Project, but rather this will result in continuation of currently permitted activity. The Project consists of a time extension to allow Zone 7 to continue sending water to Semitropic for storage up to 2030. Recovery of water must occur by 2035 per the agreement.

This project qualifies for a Categorical Exemption under CEQA Guidelines as follows: • 15301 (b) Existing facilities of both investor and publicly-owned utilities used to provide electric power, natural gas, sewerage, or other public utility services.
