The project proposes to reduce front, side, and rear yard setbacks for the PD (3) development, making them consistent with the surrounding A-2 zone setbacks; and to require a single site plan review for mobile homes during the building permit application instead of a separate review process. All construction will continue to occur within legal parcels previously disturbed by residential and agricultural uses and, as such, there is no evidence in the record that this action will have a direct or significant physical impact on the environments.
