Document Description
This project is located at CAL FIRE San Bernardino Unit's (BDU) Phelan Fire Station (Phelan Station), a CAL FIRE facility located in the unincorporated community of Phelan at 9600 Centola Road, Phelan, California 92371. The property is primarily surrounded by privately owned, vacant lots. The project site is located adjacent to existing buildings and infrastructure and consists of approximately 774 square feet of disturbed land. The project site was included in the original grading footprint/built up pad for the existing station facilities and has since been used for recreational activities and overflow parking. The purpose of the project is to construct a new generator storage building with additional space to accommodate a new compressor and fill station for Self-Contained Breathing Apparatus (SCBA) units. In addition, a 1,000-gallon fuel tank and associated pad will be constructed adjacent to the building, for purposes of fueling the generator. Construction of the building and pad will allow for the safe housing and use of a generator for the station, as well as improve the ability for station staff to store and fill SCBA units. Project activities will consist of all necessary construction for the installation of the storage building and fuel tank pad, including any associated infrastructure and utilities. The building will total approximately 624 square feet and the fuel tank pad will total approximately 150 square feet, for a total of approximately 774 feet. All trenching and pad preparation will occur within 2 feet of the building and pad footprints; project impacts will be limited to the existing disturbed, built-up area. Trenches for utilities will be approximately 2' in depth and 1' in width. Project implementation is expected to begin as soon as November 2020 and last approximately 10 weeks. No offsite improvements are necessary for project implementation.

Reasons for Exemption
The project meets the requirements of Class 3 Categorical Exemption (New construction or conversion of small structures) Section 15303. Class 3 consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The project fits the description of example "E" as an accessory structure. No exceptions apply which would preclude the use of a "Notice of Exemption" for this project. It has been concluded that no significant adverse environmental impacts would occur to aesthetics, agriculture and forest resources, air quality, biological resources, cultural resources, energy, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use and planning, mineral resources, noise, populations and housing, public services, recreation, transportation and traffic, utilities and service systems, or wildfire. Documentation of the environmental review completed by the CALFIRE staff is kept on file at CAL FIRE's San Bernardino Unit Headquarters in San Bernardino, CA.
