- The adoption of the proposed application fee for Unlicensed Community Care Facilities and Sober Living Homes is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 21080(b)(8) of the California Public Resources Code. The adoption of the fee is exempt from CEQA pursuant to this section in that said fee is established to meet operating expenses, including employee wage rates and fringe benefits and purchasing or leasing of supplies, equipment, materials and services.
