The project proposes to construct a 5-foot wide pedestrian path along northbound Highway 9 from Greenwood Road to approximately 450-feet south of Grandview Drive. As part of the pedestrian path improvements, the proposed project includes the following: 1) constructing minor curb and gutter improvements, hot mix asphalt dikes, and wood retaining walls; 2) replacing/removing existing medians, sidewalks and pavement; 3) installing signing and roadway striping; 4) adjustment of utility valves, boxes, and manholes; and 5) replacing damaged detectable warning surfaces. The proposed pedestrian path, safety improvements, and ADA enhancements will close an existing gap in the pedestrian network along this segment of Highway 9.

Reasons for Exemption
The proposed project is exempt under Section 15301 Existing Facilities, which consists of repair, maintenance, and minor alterations to existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities. The proposed project consists of repair, maintenance, and minor alterations to an existing highway and would not create additional automobile lanes. Per section 15300.2 of the CEQA Guidelines, it has been determined that the project is not located on a hazardous waste site and would not result in a significant impact due to unusual circumstances, damage scenic resources, affect an historic resource, or result in a cumulative impact. For these reasons and those stated above, the project is exempt from the provisions of CEQA.
