The project is a temporary emergency housing/Low Barrier Navigation Center exempt from CEQA review in accordance with Government Code sections 65660-65662 (for Low Barrier Navigation Centers) and Section 15269(c) of the CEQA Guidelines (14 Cal. Code Regs. § 15269(c)) (for Emergency Projects). The project will serve as, “a Housing First, low-barrier, service-enriched shelter focused on moving people into permanent housing that provides temporary living facilities while case managers connect individuals experiencing homelessness to income, public benefits, health services, shelter, and housing.
