- The Project will involve the removal of an existing passenger and freight rail bridge and replacement with two culverts used to direct flow from an intermittent tributary to Santa Margarita Creek underneath the track. The bridge was constructed in 1941 and has outlived its current use.

- The project constitutes “replacement or reconstruction of [an existing railroad bridge] where the new structure will be located in the same site as the structure replaced, and will have substantially the same purpose and capacity as the structure replaced” (Class 2, CEQA guidelines §15302[b]). The replacement structure will direct the flow of an intermittent stream below the tracks and prevent track overtopping.
