Document Description
The purpose of this Project is to replace existing facilities constructed in circa 1928 with new modern facilities to deliver San Joaquin River water to the WSID service area. Two pump stations of WSID, Pump Station 3 and 4, will be upgraded to establish original capacities and to provide reliable water service to its customers. At Station 3 and 4, six and five original pumps, respectively will be removed. The concrete pump deck will be removed and replaced to re-establish structural integrity. Six new 200 HP pumps will be installed in Station 3 and five 200 HP units will be installed in Station 4. Each pump at each station will have a new 42-inch discharge pipe extending through a new concrete headwall and fitted with a new flap gate. Existing electrical controls will be used with the exception of one new 200 HP variable frequency drive at each station. New conduit will be provided from existing controller location to each new pump. Existing motors will be used with the exception of two which will be replaced with 200 HP motors.

Reasons for Exemption
The Project is exempt under CEQA Guideline §15301, known as the Class One categorical exemption, which applies to activities that involve the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features. The Project falls within this exemption because it is the repair and minor alteration of the district's existing diversion and conveyance structure, and involves negligible or no expansion of use beyond that existing at the time of the district's determination. The Project is also exempt under CEQA Guideline §15301, which exempts facilities used to provide public utilities services and small additions. Guideline §15301 (b), (e). Guideline §15301 specifies that the listed examples are not 11all-inclusive" and that the "key consideration" in determining whether the exemption applies is whether the project involves "negligible or no expansion of an existing use''. The proposed project involves the reconstruction of existing public utilities services with no expansion of existing use.
