The project is proposed to be installed on approximately 20,000 sq.-ft. of a paved parking lot area of an office/research facility within the City's North Shore Business Park and surrounded by urban uses. The project is consistent with the applicable General Plan designation and all applicable General Plan policies, applicable zoning designation and regulations. on a site that is adequately served by all required utilities and public services and has no value as habitat for endangered, rare, or threatened species, and would not result in any significant effects relating to traffic, noise, air quality, or water quality.
