Document Description
The Applicant proposes to perform facility maintenance and repairs activities annually over the next five years for continued full-service shipyard operation. The maintenance and repairs activities are described as follows: (1) maintenance dredging and upland disposal, (2) under-pier steel pipes in-kind replacement, (3) electrical equipment and conduits in-kind replacement, (4) quay wall repairs, (5) concrete piers repair (piles, platform slabs, and soffits), (6) Graving Dock, Ways 3 and Ways 4 steel gates, concrete horizontal sill and vertical abutments, and associated steel sheet pile bulkhead repairs and maintenance, (7) fender pile systems replacement, and (8) HDPE saltwater fire main piping and concrete saddle support maintenance and repair.

Reasons for Exemption
The Project consists of repairs and maintenance of existing facilities and structures that involve negligible or no expansion of the existing uses of the facilities and structures, replaces or reconstructs existing facilities and structures where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, and consists of maintenance dredging, a minor alterations of the condition of water which does not involve removal of trees, where the dredged material will be authorized by applicable state and federal regulatory agencies to be disposed of in an approved upland landfill.
