- The Governor declared a State of Emergency on September 3, 2020. The Fresno County Board of Supervisors adopted a Proclamation of Local Emergency Declaration on September 10, 2020. SCE will make use of existing sites that are either developed, graded, paved or otherwise improved. the use of these locations will be temporary for a period of approximately 8 to 12 weeks beyond the local state of emergency.
