Document Description
The Port of Long Beach, as the Lead Agency for the World Oil Tank Installation Project (Project), prepared and certified the Final Environmental Impact Report (EIR) for Harbor Development Permit 19-066 pursuant to the California Environmental Quality Act (CEQA) as part of their September 23, 2024 approval of the Project. The Final EIR analyzed the construction and operation of two new 25,000-barrel (bbl) petroleum storage tanks with internal floating roofs. Ribost operates seven existing petroleum tanks (two storage tanks with a capacity of approximately 43,000 bbl each, two storage tanks with a capacity of 67,000 bbl each, and three storage tanks with a capacity of 94,000 bbl each), in which three storage tanks (two 43,000-bbl tanks and one 67,000-bbl tank) are dedicated to holding crude oil for World Oil Refinery and the other four storage tanks are available for lease to customers for the storage of marine fuels and marine fuel blending components. The two new storage tanks would be connected to existing facility infrastructure, including the truck loading racks and pipelines. Crude oil, which is currently stored in two tanks designated for World Oil Refinery, would be transferred to the new storage tanks while the two existing larger tanks would be made available for lease to other customers.
The Project will require South Coast AQMD air permits for the two new 25,000-bbl internal floating roof storage tanks.
