Ribost Terminal, LLC, doing business as World Oil Terminals (Ribost) proposes to construct and operate two additional, new 25,000-barrel petroleum storage tanks with internal floating roofs with new tank foundations and piping connections to existing facility infrastructure, including the truck loading racks and pipelines. The terminal contains seven petroleum tanks within an existing approximately 12.5 to 13-foot containment wall. Three existing tanks are currently used to store crude oil received via pipeline and transported by trucks to and from World Oil Refining in South Gate to produce paving and roofing asphalts. Four existing tanks are leased to customers to store fuel oils and are transported by pipeline. Crude oil currently stored by Ribost in two existing larger, underutilized tanks at the site would be moved to the two new, smaller tanks, which would provide more adequate storage for Ribost's operations. The two existing larger tanks would then be made available to lease by customers for storage of marine fuels and marine fuel blending components, as is currently done for four of the existing tanks at the facility. No new pipelines, truck loading racks, or other facility modifications are proposed at Ribost's Pier C Terminal, World Oil Refining in South Gate, or other customer facilities.
