Document Description
The Board of Harbor Commissioners approved issuance of Harbor Development Permit 19-066 to Ribost Terminal, LLC, doing business as World Oil Terminals (Ribost Terminal) to construct and operate two additional, new 25,000-barrel petroleum storage tanks with internal floating roofs with new tank foundations and piping connections to existing facility infrastructure, truck loading racks, and pipelines. Ribost Terminal, located at 1405 at Pier C Street in the Port of Long Beach, currently consists of seven petroleum tanks within an approximately 12.5 to 13-foot containment wall. Of the seven existing tanks, three tanks are used to store crude oil received via pipeline and transported by trucks to and from World Oil Refining in South Gate for the production of paving and roofing asphalts. Four existing tanks are leased to customers to store fuel oils and transmitted by pipeline. Crude oil currently stored by Ribost Terminal in two existing larger, underutilized tanks at the site would be moved to the two new, smaller tanks, which would provide more adequate storage for Ribost Terminal's operations. The two existing larger tanks would then be made available to lease by customers for storage of marine fuels and marine fuel blending components, as is currently done for four of the existing tanks at the facility. No other facility modifications are proposed at Ribost Terminal, World Oil Refining in South Gate, or other customer facilities.
