Document Description
The proposed project by the City of Davis is the Downtown Davis Specific Plan (Downtown Plan) and the associated Downtown Form Based Code. The new Downtown Plan will replace the existing Core Area Specific Plan (CASP) and will establish the vision with overall policies and implementation actions to guide the long-term development of the specific plan area to the year 2040. A goal of the Downtown Plan is to improve opportunities for reinvestment and development for a mix of uses in a way that is more predictable and feasible. The Downtown Plan envisions up to 1,000 new residential units and up to 600,000 square feet of new commercial space for buildout under the plan. It establishes a hierarchy of built form implemented through the Form Based Code with more intense development focused in the core area and on the major commercial streets. It also addresses necessary infrastructure improvements, historic resources, sustainability measures, and mobility policies and streetscapes. The proposed Form Based Code will replace the existing zoning for the affected properties within the specific plan area with new zoning designations and establish the allowable uses and new development standards. Development standards address building height and setbacks, parking, landscaping, signage, open space, and other specific standards. Specifically, the project requires amendments to the General Plan land use map to designate the specific plan area as Mixed Use; adoption of the Downtown Plan to replace the CASP; and amendments to the Davis Municipal Code (Chapter 40 Zoning) to adopt the sections for the Form Based Code and to update, adjust, or rescind related zoning sections. It includes replacement of the Downtown Overlay District (Article 40.13A) which applies the existing Downtown Design Guidelines and remove the guidelines for the affected properties in the specific plan area. It would also amend the Gateway Olive Drive Specific Plan to remove the Davis Amtrak site and Davis Commons site from that specific plan.
