Adoption of the order will have no potential for significant environmental effects, as the order will not cause any physical changes to the environment beyond the existing baseline (see above project description). The project is therefore exempt from the provisions of the California Environmental Quality Act (CEQA) under the general rule that “CEQA applies only to projects that have the potential for causing a significant effect on the environment.” (Cal. Code Regs., tit. 14 § 15061, subd. (b) (3).).
