Document Description
The City of Los Angeles (City) is the lead agency for the Harvard-Westlake River Park
Project (Project). The Project, as proposed by Harvard-Westlake School (School), seeks to repurpose a site previously occupied by a private nine-hole, 27-par golf course and tennis facility, for use as an athletic and recreational facility for the School and for shared public use. The 17.2-acre Project site consists of a 16.1-acre (701,428-square-foot) parcel owned by the School and a 1.1-acre (47,916-square-foot) parcel (the District Parcel) owned by the Los Angeles County Flood Control District (District). The City certified an Environmental Impact Report (EIR) for, and approved, the Project on November 14, 2023 (State Clearinghouse Number 2020090536), and the City filed a Notice of Determination on November 16, 2023.
On August 30, 2024, the Assistant Deputy Director, acting under delegated authority from and on behalf of the District as a responsible agency for the Project, approved Rental Agreement No. 24-22, which authorizes the School and 4141 Whitsett Management LLC's use of the District Parcel for the Project.
Project-related construction activities on the District Parcel under the Rental Agreement would include minor site clearing, demolition, and grading; landscaping improvements; construction of a pedestrian pathway; installation of a portion of the running track surrounding a field; and paving a small portion of the vehicular driveway at Valleyheart Drive in the southeastern portion of the District Parcel. On the District Parcel, 11 of the 31 existing trees would be removed and 35 new replacement trees would be planted in their place. Project activity on the District Parcel would result in less than significant impacts on the environment with the implementation of mitigation, and Project activity on the District Parcel would not result in any significant and unavoidable impacts.
