Document Description
The proposed Plan is a long-range regional plan that outlines 35 integrated strategies across four key issues—housing, the economy, transportation, and the environment—to make the Bay Area more equitable for all residents and more resilient in the face of unexpected challenges. The proposed Plan’s strategies chart a course to make the Bay Area more affordable, connected, diverse, healthy, and vibrant for all residents, while also achieving regional greenhouse gas emissions reduction targets established by the California Air Resources Board pursuant to the Sustainable Communities and Climate Protection Act of 2008 (Senate Bill (SB) 375, Statutes of 2008). The proposed Plan serves as the Regional Transportation Plan and Sustainable Communities Strategy (RTP/SCS) for the Bay Area. MTC and ABAG are required under State and Federal law to prepare an RTP/SCS every four years. The proposed Plan covers nine counties (Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, Solano, and Sonoma), totaling approximately 4.4 million acres (7,000 square miles).
