State CEQA Guidelines Section 15301 applies to projects that consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The Project involves façade improvements to repaint an existing commercial center that will update the entire center since the original approval in 2003 with no expansions of use or physical site improvements as part of this application.
