The project is statutorily exempt from compliance with the California Environmental Quality Act as provided in Title 14 of the California Code of Regulations, Section 15261, because it is merely a continuation of a project approved, funded, fully operated, and operated and maintained by Westlands Water District prior to November 23, 1970, and no modification or alteration in the Central Valley Project or the amount of water delivered is proposed.
