The State Water Resources Control Board (State Water Board) is a Responsible Agency for the Project. The State Water Board is funding the Project referred to internally as Buena Vista Landfill Reconstruction and Surface Impoundment Expansion and Liner Replacement. The Project includes the reconstruction of the final cover on Waste Management Unit 1 of the Buena Vista Landfill, expansion of the existing surface impoundment by installing a two-and-a-half-foot soil berm around its perimeter, and the replacement of the existing liner in the surface impoundment.
