- To maintain its infrastructure, Western Area Power Administration (WAPA) is required to conduct periodic maintenance of access roads to ensure reliable access to towers for inspection and/or repair work. Planned replacement of tower 4/4 on the Carr-Keswick 230kV transmission line requires repair and maintenance of access roads leading up to the transmission line. The proposed project is entirely within WAPA's existing Carr-Keswick 230kV transmission line right-of-way. Access road maintenance will consist of road grading, repairing/replacing culverts, repairing/replacing rip rap, and armoring low-water crossings.
