Document Description
The project site is located on the Ukiah Air Attack Base (UAAB) within the Ukiah Municipal Airport, Ukiah, CA. The UAAB went into service in 1958 and currently houses CALFIRE aircraft. The aircraft loading area is paved with asphalt concrete and has been patched numerous times where pavement failures have occurred. In an effort to improve and modernize the UAAB this project proposes to: I) demolish the current aircraft parking area and replace the same footprint with new pavement having the proper drainage; 2) remove and replace the current fire retardant delivery system with a concrete trench consisting of water, power, and signal, which will allow for routine visual inspections; and 3) install an emergency generator and transfer switch to operate the retardant mixing plant. Work will take approximately six months to complete and will utilize jackhammers, backhoe, excavators, dump trucks, graders, cement trucks, and pavers to complete. All aspects of this project are proposed to occur on existing facilities at an active municipal airport facility and does not involve any construction or disturbance of undeveloped land.

Reasons for Exemption
The project meets the requirements of a CEQA Article 19, Public Resources Code, Sections 15302 and 15303, covering Class 2 (aircraft loading ramp) and 3 (generator/transfer switch) categorical exemptions. The proposed activities involve replacement of an existing aircraft loading area and installation of a standby generator and transfer switch at the UAAB. The project is proposed within a developed area. Field review by CAL FIRE staff confirmed that no exceptions apply (Section 15300.2) which would preclude the use of a Notice of Exemption for this project. The Department has concluded that no significant environmental impact would occur to aesthetics, agriculture and forestland/timberland, air quality, biological resources, cultural resources, energy, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, land use planning, mineral resources, noise, population and housing, public services, recreation, transportation/traffic, utilities and service systems, or wildfire. Documentation of the environmental review completed by the Department is kept on file at CAL FIRE Mendocino Unit, Resource Management, 17501 N. Highway 101, Willits, CA 95490, Attn. Environmental Coordinator.
