Document Description
The Porterville Developmental Center water system has two existing storage tanks; a One-Million Gallon Reservoir water reservoir constructed with concrete material, rectangular shaped, semi-buried, and enclosed structure, and a steel cylindrical 500,000 Gallon tank. The project consists of maintenance activities to the rectangular concrete reservoir and include: deep cleaning interior walls and base; repair of cracks, access ladders, pipe openings, and interior support columns as needed; pre-treat walls and tank bottom as required; removal of existing waterproof tank lining using abrasive blast method; and installation of new waterproof tank lining. Exterior work is limited to inspection and repair as needed of exterior vent pipes and roof access hatch openings. The concrete storage reservoir, constructed in 1951, is a contributor to the National Register-eligible Porterville State Hospital Historic District. Therefore, the project is designed to meet the Secretary of the Interior’s Standards for Rehabilitation.

Reasons for Exemption
Class 1 allows for the rehabilitation of deteriorated or damaged facilities to meet current standards of public health and safety, that involve negligible or no expansion of use. Additionally, Class 31 allows for the repair and rehabilitation of historical resources in a manner consistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties. A review of the project drawings and specifications, conducted by a qualified Preservation Architect, determined that all work is in conformance with the Secretary of the Interior’s Standards for Rehabilitation, and therefore the project would not create a significant adverse effect on the historic resource nor diminish the historic integrity of the district. No exceptions to these exemptions apply
