City decision makers rely on the General Plan as the basis for making decisions on matters such as land use, transportation, open space and conservation, provision of public services, and environmental quality and safety. It is also a policy document that guides decisions related to protecting and enhancing what the community values most, such as open space, coastal resources, and protecting and enhancing the character of the community. Finally, the General Plan, together with the Local Coastal Program, serves to ensure that the statewide goals of the California Coastal Act are served. As shown in Figure 1, the City of Pacifica is located in San Mateo County along the Pacific coast of the San Francisco Peninsula. It is bordered on the west by the Pacific Ocean, on the north by Daly City, and on the south and east by the ridges of the Coast Range, the cities of South San Francisco and San Bruno, and unincorporated San Mateo County. Pacifica lies approximately eight miles south of downtown San Francisco, 40 miles northwest of San Jose and six miles west of San Francisco International Airport. Pacifica is primarily accessible via State Route 1 ( Coast Highway) and State Route 35 (Skyline Boulevard.)
