The Proposed Project would demolish an existing, two-story office building constructed in 19644, and in its place construct a four-story mixed-use building on the southwest corner of the intersection of East Walnut Street and North Catalina Avenue at 1000 East Walnut Street (APN 5738-003-031). The first floor of the proposed structure would be operated by the Salvation Army, providing social services for the residents of the Proposed Project and for low/moderate-income people in the community. The second, third, and fourth floors of the proposed structure would include permanent supportive housing for single adults with incomes at or below 30 percent and 40 percent of area median income (40 units and 25 units, respectively), and who meet the U.S. Department of Housing and Urban Development's definition of homeless. A subset of units would be restricted to Veteran's Affairs (VA) service-eligible homeless veterans. In total, the Project would include 68 residential units (65 units of affordable housing and 3 live-in manager units).
