Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement number 1600-2020-0163-R1, pursuant to Section 1602 of the Fish and Game Code to Mr. Ken Garcia. The project is limited to one (1) encroachment. Encroachment 1 includes work that has already occurred, and related monitoring required by the Department. The work that has already occurred includes the felling of a tree from the bank of the East Fork Russian River, into the river, and allowing it to remain in place. To monitor the site for potential bank scour and erosion, Permittee shall collect photographic data as described in the Agreement and submit it to the Department on an annual basis. Permittee shall consult with the Department if evidence of significant erosion or scour are observed.

Reasons for Exemption
The project includes monitoring potential impacts of unpermitted streambank tree removal in response to a contact by California Department of Fish and Wldlife law enforcement personnel. There would be no significant adverse impact on endangered, rare or threatened species or their habitat from the proposed monitoring, pursuant to section 15065. There are no known hazardous materials at or around the project site that may be disturbed or removed. The activity of monitoring will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects.
