Document Description
The San Joaquin Regional Rail Commission (SJRRC) will construct a grade separation of two principal railroad lines (BNSF Railway and Union Pacific Railroad) at the at-grade crossing located near South Aurora Street, known as the Stockton Diamond, in the city of Stockton, California. SJRRC, as the Project sponsor, is the lead agency under CEQA. Following the certification of the original Environmental Impact Report in 2021, SJRRC is seeking to accommodate a Project variation including six design refinements: Changes to the East Scotts Avenue crossing, the East Hazelton crossing, the East Weber Avenue crossing, the design of the Mormon Slough, other right of way changes, and changes to the construction schedule. The Stockton Diamond Grade Separation Project CEQA Addendum (Addendum) was prepared to evaluate the Project Variation. The Addendum has determined that the Project Variation would not trigger any of the conditions listed in Sections 15162 and 15164 of the CEQA Guidelines, requiring the preparation of a subsequent or supplemental environmental impact report or negative declaration. The Project Variation does not introduce new significant environmental impacts, substantially increase the severity of previously identified environmental impacts, or show that mitigation measures or alternatives previously found not to be feasible would, in fact, be feasible. Thus, an Addendum to the 2021 Certified EIR, as described in Section 15164, is appropriate.
