Approval of Permit No. 19710, under California Code of Regulations, Title 23, Article 3, Section 6, for work within an adopted plan of flood control: To construct a grade separation over Mormon Slough of the two north-south Union Pacific Railroad (UPRR) mainline tracks from the two east-west Burlington Northern Santa Fe Railway (BNSF) mainline tracks. The Stockton Diamond Grade Separation Project will involve the construction of a flyover structure to provide the vertical clearance required by both railroads. The project includes six 12-foot by 12-foot reinforced concrete box culverts, driving 7 rows of 1 foot diameter steel piles (HP 14X89) with standard wingwall and handrails. Steel trash grate obstructions will be placed on upstream and downstream end of box culverts. Grading of the channel includes a 70-foot-wide channel bottom with 1.5:1 slope at the location of the proposed structure. The abandoned rail bridge to the east of the proposed culvert structure will be removed.

The project is located at the intersection of the Burlington Northern Santa Fe Railway across Mormon Slough, east of Aurora St, west of S Pilgrim St. in the southern portion of the City of Stockton, San Joaquin County. The project lies in the Stockton Subdivision and is located approximately 100 ft upstream of the existing Union Pacific Railroad Fresno Subdivision.
