Document Description
The California Department of Transportation (Caltrans), using state funds only. is proposing a pavement preservation project on State Route (SR) 139 in Modoc County between post miles (PMs) 34.0 and 50.684 and on SR 139 in Siskiyou County between PMs 0.0 and 5.0. A portion of this intersects SR 161 at PM 19.33. This highway maintenance project would place an asphalt rubber chip seal with isolated digouts. All work would take place within the existing edge of pavement. The purpose of the project is to preserve the roadway and extend the functional service life of the roadway before more costly strategies are required. The project would seal the roadway to prevent water from saturating the sub-base and resist reflective cracking by using a highly elastic rubberized material. The project is needed because the existing pavement shows signs of oxidation and very minor cracking.

The California Department of Transportation has determined the project to be categorically exempt in accordance with section 15301 (Existing Facilities) Class 1-Operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. The project would have no significant effect on the environment.
