Document Description
On October 19, 2020, Valley Center Municipal Water District (District) adopted the Final Initial Study Mitigated Negative Declaration (MND) (State Clearinghouse No. 2020079025) and Mitigation Monitoring and Reporting Program, and approved the Pipeline Replacement Program (Program). The Program would address infrastructure deficiencies that have contributed to an increase in the number of pipe breaks and joint failures in recent years. To address these and other deficiencies, the Program would systematically replace or upgrade the infrastructure, identifying and prioritizing the following projects that are to be completed within the next five years: • WSo15b - Old Castle Road Pipeline • MW015a - Oat Hill Discharge Pipeline North • SG022 - Lilac Pala Pump Station Discharge Pipeline • CV011 - Cole Grade Road Pipeline • CV018a - Alps Way Culvert Crossing Pipe Replacement • CV017a-Rock Hill Ranch Road Intertie • CV012a- Fruitvale Road Valves • PD0 16 - Hell Hole Creek Joint Repair • DW001 - Gordon Hill Road • CV0S0 - Lilac Road Pipeline Upsize All construction would occur within or adjacent to existing road corridors or within disturbed alignment. The disturbance areas would be limited to the construction phase and all disturbed areas would be restored to preconstruction conditions. Typical excavation depth would range from 3-5 feet below existing grade. All materials and equipment would be staged within the active construction area, within disturbed areas located adjacent to the corridor or at existing District properties located in proximity to the construction area.
