On October S, 2020, Valley Center Municipal Water District (District) adopted the Final Initial Study Mitigated Negative Declaration (MND) (State Clearinghouse No. 2020079025) and Mitigation Monitoring and Reporting Program, and approved the Pipeline Replacement Program (Program). The Program would address infrastructure deficiencies that have contributed to an increase in the number of pipe breaks and joint failures in recent years. To address these and other deficiencies, the Program would systematically replace or upgrade the infrastructure, identifying and prioritizing the following projects that are to be completed within the next five years.
