Document Description
The project proposes to improve existing road conditions along Lincoln Avenue from State Route 145 (SR 145) to South Fig Avenue. Lincoln Avenue between SR 145 and the Grantland Avenue Alignment will include the recycling of the existing road's surface using a Cold Central Plant Recycling technique and adding paved 4-foot wide shoulders, traffic striping and shoulder backing. Along Lincoln Avenue at the Grantland Avenue\Alignment to S. Fig Avenue, the project will place an asphalt concrete overlay on the existing road's surface and add traffic striping and shoulder backing.

Reasons for Exemption
The subject application proposes to maintain and minorly alter existing right-of-way. The project will not affect existing flood hazard areas or hazardous material/waste facilities. There is no expansion of lanes for the existing right-of-way, therefore no impacts to air quality or greenhouse gas emissions are expected. Work will be confined to the existing right-of-way which indicates previous ground-disturbance, and can be seen that the project site does not affect cultural or historical resources. There are no special status species or other important biological resources that would be negatively impacted by the project.
