Document Description
The project will consist of recycling the existing road's surface using an on-site Cold Central Plan Recycling (CCPR) technique and adding paved 4-foot wide shoulders, traffic striping, and shoulder backing. The CCPR technique established an on-site central location to recycle and reconstruct the existing road's pavement and will include cold planning 6 inches of the existing road's surface and placing back the recycled material and then adding a 2.4 inch HMA overlay cap over the recycled 6 inches.

Reasons for Exemption
The subject application proposes to reconstruct paved right-of-way and add 4-foot wide paved shoulders along the subject right-of-way. The project will be confined to area dedicated for public right-of-way. The project site has already been disturbed from past improvements, therefore no impacts to cultural or historical resources is seen. Although a portion of the project site is located in a special flood hazard area, the project will not affect flood flows. All work is confined to the public right-of-way and will not affect biological resources and will not affect hazardous material/waste site.
