Document Description
The Draft Initial Study-Negative Declaration addresses the environmental impacts of implementing the City of Dublin Climate Action Plan 2030 and Beyond (CAP 2030) as well as the City of Dublin California Environmental Quality Act (CEQA) Greenhouse Gas (GHG) Emissions Significance Thresholds. The City proposes to adopt the CAP 2030, which is organized into five strategies, four of which include measures that have specific quantified GHG emissions reduction projections and all have additional measures that are supportive of GHG emissions reduction but do not have quantified GHG emissions reduction. Altogether, the CAP 2030 measures are intended to reduce communitywide GHG emissions by 48,058 MT CO2e by 2025 and 73,452 MT CO2e by 2030 to achieve the goal of reducing GHG emissions to 40% below 1990 levels by 2030. CAP 2030 will also set the City on the path to achieve carbon neutrality by 2045, though further actions will be required to meet this goal. In order to execute the CAP 2030, City staff would implement the following administrative actions: monitor CAP 2030 implementation progress annually, provide City Council updates on CAP 2030 implementation every two years beginning in 2022, conduct a GHG emissions inventory no less than every three years to track progress, and assess the need to complete an update to the CAP 2030 based on progress towards the 2025 GHG emissions reduction goals. To achieve carbon neutrality by 2045, in 2028 City staff will initiate the development of a new CAP to establish new strategies and measures to achieve carbon neutrality by 2045. CAP 2030 and the Draft Initial Study-Negative Declaration would, if approved, also be useful in streamlining CEQA review for projects that are consistent with the CEQA GHG Emissions Analysis Compliance Checklist. For plans or projects with pre-2030 buildout or initial operation years that would not be consistent with the CEQA GHG Emissions Analysis Compliance Checklist, the City proposes to adopt quantitative CEQA GHG Emissions Thresholds for use in evaluating whether a plan or project’s GHG emissions would result in a potentially significant environmental impact under CEQA. Reference copies of the Negative Declaration will be available on the City’s website at https://www.dublincapupdate.com/. Reference copies of the Climate Action Plan including the CEQA GHG Emissions Significance Thresholds will be available on the City’s website at https://www.dublincapupdate.com/.
