Document Description
The project consists of road improvements along Harvest Avenue between Road 64 and Road 68. The project includes pavement reconstruction, construction of curb & gutter, sidewalk, driveways, ADA related improvements, stom1 drain facilities, and related improvements (signing/striping, etc.). The project also includes right of way acquisition from two corner parcels to accommodate the installation of two of the ADA curb ramps and one temporary construction easement will be needed from a separate parcel. Construction activities will include roadway excavation, placement of aggregate base and pavement, and signing/striping installation. Minor utility relocations may be needed to accommodate the project. Construction is anticipated to begin during the 3rd Quarter of 2020.

Reasons for Exemption
This action is consistent with Class I Section 15301, Existing Structures (c), as activities
associated with the project will include replacement of existing facilities with negligible or no expansion of capacity. Also, consistent with Section 15300.4, Application by Public Agencies, the County of Tulare Board of Supervisors adopted an exemption for the
construction of the aforementioned facilities per the Tulare County Guidelines for the Implementation of California Environmental Quality Act of 1970, Number 300 Section 111. CATEGORICAL EXEMPTIONS Class I: Existing Facilities (c). As such, Sections
1530 I and I 5300.4 are applicable and appropriate for this project
