Reasons for Exemption
The proposed project is categorically exempt from the provisions of the CEQA Guidelines pursuant to the Provisions of Title 14 of the California Administrative Code, Section 15301 (Existing Facilities). An existing horse boarding facility is increasing the amount of horses to be boarded, from the already allowed 36 to 55. The increase is considered to be negligible, per the application materials received including an updated manure management plan, and a site visit performed. The only expansion is on the increase of use and minor construction, including remodel of existing horse stalls and the construction of a new barn. No exceptions listed under Section 15300.2 apply. There is no reasonable possibility that the project would have a significant effect on the environment.
