Document Description
The County of Fresno has adopted a Mitigated Negative Declaration for the subject application, and approved the Unclassified Conditional Use Permit Application which allows expansion of an existing aggregate mining operation on a 299.11-acre parcel in the AE-20 (Exclusive Agricultural, 20-acre minimum parcel size) Zone District in the unincorporated area of County of Fresno and on a 202.54-acre parcel in the MBL (Light Manufacturing/Business) Zone District in the City of Coalinga. More specifically, the project includes: (1) a modification to existing Unclassified Conditional Use Permit Application No. 915 to include a new extraction area that lies west of Los Gatos Creek on APN 070-060-86S in the County of Fresno; (2) a new CUP from the City of Coalinga for extraction on the portion of APN 070-060-89S that lies within the City of Coalinga jurisdictional city limits, and (3) modification to existing Reclamation Plan 915 to include the project areas on APN 070-060-86S and APN 070-060-89S. Based upon the Initial Study prepared for Unclassified Conditional Use Permit Application No. 3512, staff concluded that the project will not have a significant effect on the environment. It has been determined that there would be no impacts to Mineral Resources, Population and Housing, Land Use and Planning, Public Services, Recreation, and Wildfire. Potential impacts related to Agriculture, Air Quality, Geology and Soils, Greenhouse Gas Emissions, Hazards and Hazardous Materials, Hydrology and Water Quality, and Utilities and Service Systems have been determined to be less than significant. Potential impacts relating to Biological Resources, Cultural Resources, Energy, Noise, Transportation, and Tribal Cultural Resources have determined to be less than significant with compliance with recommended mitigation measures.
