The Project involves: (i) the transfer of Turnout WR-23 (also known as the Santa Ana River Turnout) from The Metropolitan Water District of Southern California (Metropolitan) and Western Municipal Water District of Riverside County to the San Bernardino Valley Municipal Water District (Valley District), with no change in capacity or permitted uses, and (ii) the reactivation of the turnout by Valley District so that water deliveries may resume and usage can be properly accounted for by the California Department of Water Resources (DWR) and invoiced to Valley District and Metropolitan, as appropriate.

Reasons for Exemption
The Project involves the transfer of ownership of Turnout WR-23 from The Metropolitan Water District of Southern California and Western Municipal Water District of Riverside County to San Bernardino Valley Municipal Water District. There will not be any change in the capacity or permitted uses of the facility, just a change in ownership. The reactivation of the turnout involves minor upgrades and minor replacement of existing equipment with no expansion of use, and the reactivated facility will remain on the same site and will have the same purpose and capacity as the existing facility.
