Reasons for Exemption
The project has been determined to be a Class 32 Categorical Exemption pursuant to the California Environmental Quality Act of 1970, as amended. The Project consists of the construction of a new retail eating establishment with a drive-through. The Project will not result in any significant effects relating to traffic, noise, air quality, or water quality. The property is designated Commercial in the General Plan Land Use Element. The Project will take place within City limits on a site of not more than five acres substantially surrounded by urban uses. The site has no value as habitat for endangered, rare or threatened species; and can be adequately served by all required utilities and public services.
