OCSD filed a petition to change the place of use included in water right Permit 21214 (Application 31257) to reflect their entire service area. When Permit 21214 was issued in April 2008, the authorized place of use did not accurately describe OCSD's place of use when Application 31257 was filed in December 2001. OCSD's place of use in December 2001 reflected OCSD's place of use in as described by Sonoma County Department of Public Works in October 1991.

OCSD filed the petition to correct the place of use in Permit 21214. The facilities necessary to provide water service to customers in the corrected place of use already exist and are already served. The project will not involve any alteration or expansion of existing facilities or include new facilities. In addition, the project will not alter the diversion point nor will it increase the amount of water allowed to be diverted under Permit 21214.
