AltAir Paramount LLC (AltAir), formerly named Paramount Petroleum Corporation, operates a renewable fuel company which processes various bio-mass based feedstocks (e.g., non-edible vegetable oil, beef tallow, animal fats and greases) and refines them into bio-fuels such as diesel, jet and gasoline in accordance with a South Coast Air Quality Management District (South Coast AQMD) Title V facility permit (Facility ID No. 187165). AltAir submitted four applications to revise the Title V permit for its terminaling operations. Application
No. 609048 requested a permit revision to the Tank/Rail Car Loading/Unloading Facility to: 1) eliminate asphalt loading and fuel oil/asphalt loading while continuing to load distillate and caustic; 2) repurpose eight existing unloading arms to service renewable fuels and biofuels blending materials; 3) allow unloading of gasoline blend stocks (e.g iso-octane denatured ethanol, alkylate, renewable naphtha); and 4) remove CECO Filters for asphalt loading and continue controlling the loading emission by an existing Incinerator System. Application No. 609050 requested a permit revision to storage tank T-50005 to change the commodities that can be stored to diesel, jet, renewable/bio diesel and jet fuels, to establish a new throughput limit of 300,000 barrels per month (bbl/month) and to modify the vapor control system. Application No. 609051 requested revisions to storage tank T-50006 to change the commodities that can be stored to diesel, jet, renewable/bio diesel and jet fuels, to establish a new throughput limit of 300,000 bbl/month and
to modify the vapor control system. Application No. 609052 requested a new permit for previously exempt storage tank T-50008 to: 1) allow diesel, jet, renewable/bio diesel, jet fuels and gas oil to be stored; 2) establish a new throughput limit of 279,762 bbl/month; 3) install a geodesic dome cover; and 4) replace the foam log roof seals with a mechanical (metallic) shoe type primary seal and a wiper type secondary seal.
