Document Description
The proposed project will replace the existing 20' by 20' station will an approximately 18' by 34' station. The slight increase in building footprint is to provide adequate working space and an pump configuration for improved fire flow capacity. Construction of facilities includes the onsite replacement of the Tank A & B booster pumping station and appurtenances. The existing pump station will remain in place and functional until the new pump station is complete. Once the new pump station is operational the existing one will be demolished. The project will also include the following: -A pre-construction nesting bird survey conducted within the Project area. Appropriate nowork buffers will be established around active nests. -Adherence to Protocols and no-work buffers in the event of unanticipated discovery of a cultural resource during onsite construction activities. The Project will have no effect on federally listed species or critical habitats.

The proposed Pioneer Tank A & B Pump Station Replacement Project (Project) is located in the unincorporated town of Pioneer, in Amador County. The Project is located immediately adjacent to the existing station located off of Elkhorn Court next to Tanks A and B.

Reasons for Exemption
ECORP conducted a biological resources assessment and a cultural resources inventory report for the approved AWA CAWP Pioneer Water Rehabilitation Project Phase 2 (SCH# 2018032011) which included surveys and analysis of the proposed project area. According to the findings of these reports, no specialstatus plant or animal species, potential Waters of the U.S., or cultural resources are present within the project site. Therefore, A Notice of Exemption will be filed for the Pioneer Water Rehabilitation Pump Station Replacement Project pursuant to Title 14, Article 19, Section 15302 of the California Code of Regulations (CCR). Under Title 14, Article 19, Section 15302(c), the Project is exempt because of the following: Class 2 consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, including but not limited to: (c) Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. The Project consists of the removal and replacement of the existing Tank A & B pump station to provide adequate fire flow capacity to the loop this pump station serves. The new structure will not significantly change the purpose or size of the previous facilities.
